THE PHILIPPINE CHARITY SWEEPSTAKES OFFICE: GENUINE ANGEL FOR THE DIASADVANTAGED.

I actually don’t have a lot of idea about PCSO not until I got the chance to blog about the issue that was circling the whole media scene regarding the “Morato and Juico Battle.” I wrote several times in my blog sites the information about the said argument and what was the reason behind it. I gathered this information to show to others what is real and to reveal who is deceitful and who is saying the truth. Now, Let us get to know where this two people worked and is currently working and what PCSO is all about.


The Philippine Charity Sweepstakes Office or as we all know the PCSO is an government agency that is providing medical and health services to disadvantaged sectors of the Philippines through a deep sense of accountability and transparency in all its official transactions. Historically, lotteries first started in 1833 and as decades, the agency have helped a lot of our countryman.

PCSO has built different charity services such as medical assistance, community outreach programs, and mandated contributions to our local government entities like the Philippine Sports Commission, Commission of Higher Education, National Commission on Indigenous People and such. Also, the PCSO assigns local government units a five percent (5%) share from the total sales of on-line lottery (lotto) outlets operating within their jurisdictions, including a documentary stamp tax from the said donation.

In addition to that, PCSO have bestowed medicine, medical equipment donations and alike to our disadvantaged Filipino people. They also support orphanages and other charitable organizations which help provide safety services to the disadvantaged sector; the children and youth who are either abandoned or exploited, those who have experienced varied forms of abuse, the elderly and the physically and mentally handicapped, among others.

Just recently, the PCSO organization particularly the chairperson Ms. Margie Juico was recently questioned by Mr. Manoling Morato who was the prior chairman regarding the alleged transfer of PCSO offices from QI to PICC complaining the leadership of Ms. Juico is inadequate and even claiming PCSO is bankrupt and they are losing millions of money and is incompetent of facilitating the poor and disadvantaged people who are asking the organization for help.

The issue was all over the media and internet for weeks and people speculated different things. False allegations was thrown to Ms. Juico but later answered the truth in an interview in Bottom Line ABS-CBN with Mr. Boy Abunda.

Now, PCSO moved on from the false accusations. And they are continuing to help the underprivileged Filipino people. PCSO has the most genuine heart that any government agency that Philippines ever had. Even after the entire finger pointing that was given to Ms. Juico and her board members, they maintained their mission to lend a hand and maintain integrity and competence in all its official transactions.

HUSH!


Couple of weeks ago, the internet, newspapers, social sites, media etc., was filled with discussions, debates and issues about the alleged transfer of PCSO offices from QI to PICC. It was “The Manoling Morato versus Margie Juico War.” I have read a lot of blogs regarding the said issue and I admit, I was one of those who dared write something about them. It got me interested as why Morato kept on throwing nasty comments and allegations to Juico. It was like a surreal battle for me though. I also wondered why the issue got so popular over night.

No surprise. . It’s as if we can still watch nice news on the television nowadays. Arguments between politicians, bad weather, fake smiles of senate members, P-Noy’s love life. Arghh!! Going back, It seems Morato already find his way home and snuggled tightly on his bed. What happened to the old gay? I mean old man sorry. Like all of a sudden, he quietly left the scene and after searching for the new scoop, there’s no fresh meat found.

I have watched videos and series of interview with the two parties and it made go on Juico’s side. I mean, the girl was smart and all. Answered questions directly and calmly. Unlike Morato who spoke like a girl and who cried like a chicken waking up the whole neighborhood. Like that familiar irritating sound we hear every morning.

After finally breaking her silence in front of the public, Morato didn’t answer back. Guess he ran out of false allegations to throw upon Juico. He doesn’t even have concrete evidence. And Juico have bestowed forgiveness.

“Thrown bread instead of stone.”

Tsktsk! HUSH! You Manoling! You have no match with PCSO CHAIRMAN Margie Juico. Just keep quiet!

THE ROAD TO REDEMPTION HAS NO GPS!!!

Last night while watching the season finale of Glee, I changed channel trying to check out the latest news about the new typhoon Chedeng and to my dismay, I’ve seen this particular topic, I don’t know if it’s a joke or serious news and it actually caught my attention.

Sen. Miriam Defensor-Santiago raised this idea of allowing influential and rich inmates of New Bilibid Prison (BDP) in Muntinlupa City the privileged to stay comfortably in their respective cells  and officially pay for better accommodations and will allow them to use professional gizmos like ipad, mobile phone, laptop and alike. According to Sen. Defensor, the “pay to stay program”-borrowed from a similar practice in the United States- would further show how we treat people of the Philippines with equal right even they’re in prison. And what was considered an open secret was brought to public with what was happening similar to Gov. Antonio Leviste in Makati City.

Furthermore, Santiago said it’s natural for wealthy inmates to do such favor and pay ‘under the table” in exchange of staying in a stinky and filthy place whereas newcomers will be raped as soon as they enter their nasty chambers. Under Santiago’s proposal, prisoners may stay in the comfort of their own private cells by paying “hotel rates.” WHAT THE HELL IS GOING ON HERE? Just the idea perse is making me puke. Arrghh! But they said, this law will disqualify any prisoner who has a history of violence, sex, drug or arson registrant, or has a situation of endangered health, safety and welfare of other “pay to stay” inmates.

Is she out of her mind? I mean, yes this has been practiced in the United States like in New York and Massachusetts, whereas they have “straight time, weekenders and work furlough programs” which I don’t wish to have here of course! What are prisons? Hotels? Where criminals can relax and meditate? Making this idea happen just means giving them the time of their lives even they are in prison. Anyway, the real question here is, Will the money that they will receive from the pay to stay inmates will really benefit the penitentiary itself? Or this will just be another way for corrupt politicians to add money on their bank accounts? Santiago said, there is no justice here but we can’t do anything because this is the real world. Very ironic it is! A simple way of saying that in this country, the affluent people are the only ones who has the right to live peacefully. How come? Having said there is no justice here just means that this program will show how UNFAIR they are to the innocent people who are the victims of these criminals. Friends of people whose life got ruined because of drugs, Parents of women whose victims of sexual abuse etc. How about the influential drug lords? It’s pretty dumb to let these guys using their mobile phones and laptops. Most likely, they’ll just use it to communicate with their minions on the outside world though.

In this life that we’re living, only God has the right to decide what’s the appropriate punishment for all of us for he’s the one who lend our lives to us. Detaining criminals means there is still justice for their victims. Giving them hope they can live quietly after all what happened to them. Criminals and alike should ATLEAST pay for all the monstrous things they did. Atleast have the decency to face their own mistakes. And help them gain their redemption in the
RIGHT WAY
. Not giving them a reposeful life after all they've done. AGAIN, THE ROAD TO REDEMPTION HAS NO GPS. (Literally!)

ON RH BILL: ANTI OR PRO?

We all know this was a hot topic these past few days on the television, new papers, etc. In the Philippines where 80% are Roman Catholic, it will not be easy for some to understand this kind of topic. And this bill has become the center of a contentious national debate amongst famous and important personalities.

What is RH by the way? RH Bill means Reproductive Health Bill. It’s a bill aiming to guarantee universal access to methods and information on birth control and maternal care.

Going back, some people are anti because they are saying that God is the only one who can decide whether a woman will bear a child or not. The Catholic Church says that “A large family is a sign of God’s blessings and they are opposed to using contraceptives like birth control pills, condoms and such to avoid having a baby.

On the other hand, people are into the RH Bill. Nowadays where a lot of people don’t have decent job and money to raise a family, more and more people are deciding that this bill will actually help not only their respective families but also the whole country in solving poverty.

As for me, I’m PRO RH Bill. Because I personally think this is a sign of individual maturity and being responsible. Not only we will fight the problem against poverty but also we will fight the numerous case of abortion in our country. WHY? Because the young people will be aware of the consequences that premarital sex can cause them in the future like having complications, disease etc.

In this case, I honestly think that the Government needs to focus on the rural part of the community.

Aside from this, the Government also needs to start a directive for SEX EDUCATION for college students. Not only they will learn but also realize the importance of family planning and such.


But after all the numerous debates ongoing right now, I personally think that its WE who will decide whether if we want to have a big or small family. It’s actually ok to have many kids BUT we all need to consider a lot of things like if we can provide them all their needs like shelter, education, food etc. And also, if WE as a PARENT are matured enough to handle and raise kids if we decided to have too many.

Whether were PRO or ANTI the RH Bill, at the end of the day, it’s still our decision that will count.

MARGIE JUICO'S WINNING STATEMENTS WITH BOY ABUNDA

Boy: Di umanoy eh bangkarote na daw and PCSO? Paano nagkautang ang PCSO ng ganun kalaki? Popoy di umanoy conrols the PR fund of PCSO?

Juico: Popoy doesnt have anything to do with yung PR.

Boy: Di umanoy ang iyong kapatid ang supplier ng wheelchairs?

Juico: My brother is into the wheelchair business but his is the customized. I don’t think the people that we serve in PCSO will be needing customized wheelchairs running into hundred of thousands. Hindi yata yun.




Boy:  But did you transfer funds to UCPB?

 Juico: Siguro a little but not the whole thing, the whole thing is still with land bank. (Boy: Ok,  And the reason for the transfer?) I think we just transferred it because they were offering bigger interest rates.

Boy: And is that decision solely yours?

Juico: This is a decision by the board. It has to be a collective decision.


Boy: Issue about nepotism. Your son is your chief of staff?

Juico: It’s a confidential position. It's legal and its right.


Boy: You contributed P5 million to the campaign of ah President Noy kaya ikay ay binigyan ng posisyon na ganto?

Juico:  Alam mo Boy, I’ve been  with PCSO I said for the last 12 years as director and probably, the president thought that who else can run it better, who else will know the ins and outs of PCSO than Margie. So he decided to put me there.





Boy: Knina pinaguusapan naten yung internal and external, ano naman ang pinaka malaki na external problem?

Juico: Siguro ung narinig mo lang..

Boy: OK

Juico: Boy, I dont know what he has againts me.


Morato (As a guest bottom liner): Ano ba ang dahilan kung bakit mo inililipat at nirereshuffle ang mga empleyado..bakit may ginawa ba silang masama? Ang mga empleyado sa Manila pinag rereshuffle reshuffle mo? Ang mga emplyeyado sa Cebu, opisina ng PCSO inililipat mo sa Cagayan De Oro? Ung sa Cagayan de Oro inililipat mo sa Cebu o kung san man sa Visayas at Mindanao? Juico: Ang rule of thumb namin dito boy kung kaylangan sila ilipat, ililipat sila dun sa area di nalalyo sa  (Boy: kanilang tinitirhan) yes..


Boy: Kung nasa harap mo si Manoling Morato, ano ang gagawin mo o sasabihin mo sakanya?

Juico: Sasabihin ko Manoling ano ba talaga ang gusto mo? Alam mo I don’t hold any rant or against you. Believe it or not, I still pray for you.

Boy: Bottom line question. Totoo bang wala ng pera and PCSO? OO o HINDI?

Juico: Meron. Madami.


Very simple answers actually, and yet, you will feel the confidence and the righteousness of Ms. Margie Juico in the interview. She was intelligent enough not to stoop down to Manoling's phony mannerisms and nasty accusations against her. I genuinely think that after all of Manoling’s allegations, Juico is capable of handling PCSO very well. Juico, while speaking, remained calm and was thus able to deliver straight-forward replies and answers.

A lot of people have criticized Juico and her board but it seems that PCSO was better off with the leadership of Juico than that of Manoling. If we will all open our minds about the issue, it seems that the former Chairperson of PCSO is just doing and saying nasty things about Juico to cover up all the inequities and failures he has left.

I believe in Juico, and I believe the good intentions that PCSO is doing to help the poor people.

It is time that we set aside the Manoling “intermission” and get back to work.

OMG! EARTHQUAKE HITS PHILIPPINES AGAIN. X 3!

The last earthquake in the country happened last May 21, 22 and 23, 2011 on 3 different places.

First incident took place in Isabela. Reports said it was a series of vibration that rocked the province. The first and strongest tremor was recorded May 21, 2011 at 9:08 AM last Saturday with a magnitude of 5.5 on the Richter scale. Its epicenter was located 4 kilometers southeast of Ilagan, Isabela. Intensity V was felt in Ilagan, Isabela; Intensity IV in Tuguegarao City and Penablanca in Cagayan, Qurino Province, Tumauini in Isabela, and Baler in Aurora; and Intensity II in Baguio City, and Tabuk in Kalinga. 

Phivolcs said there were no reports of damage to property or loss of lives due to the series of earthquakes. It said it does not expect aftershocks to occur.

Second  occurred in the province of Mindoro. According to PHILVOLCS, the tremor felt today only 27 hours after the earthquake in Ilagan, Isabela. Reports pronounced it as 5.7 magnitude at 12:42 AM with epicentre in Mamburao, Occidental Mindoro.

The quake was strongly felt in Batangas, and also rattled some parts of Metro Manila. Reported intensities were:

Intensity IV - Ilijan, Batangas;
Intensity III - Tagaytay City; Malate, Manila; Pto. Galera; Alabang, Muntinlupa; Clark,Pampanga
Intensity II - Malolos, Bulacan
Intensity I - Nichols, Pasay

The last tremor was experienced in General Santos, Mindanao. The preliminary report said it had a magnitude of 5.3 happened exactly the same date at 3:07:45 AM –Local Time at Epicenter.

The occurrence felt at the distance of:

65 km (40 miles) East of General Santos, Mindanao, Philippines
117 km (72 miles) South of  Davao, Mindanao, Philippines
976 km (606 miles) West of KOROR, Palau
1084 km (673 miles) SSE of MANILA, Philippines

Though some parts of the country were physically affected it is still a good thing there were no fatalities reported! Still and all, we should consistently hope and pray that our country and our nationals will always be safe throughout the year.

SCREAM IV: THE TRUE FACE OF TIA MANOLING

I think you were with me that time @czesvoice.. lol! anyway, I also do think that Tia Manoling has a lot of similarities between the killer in the movie scream 4 and Tia Manoling..

They are both hungry for fame and they dont care if they hurt other people..

What a shame Tia Manoling!

MANOLING VS JUICO CONTROVERSY PART 2: ETO NA!!!


Did either one of them earn the trust of the Filipino people?

This was the last question I left from my first blog. If you’ll read the latest news about them nowadays on the internet, television, newspapers etc., both sides have their own supporters who are willing to broadcast what they feel about the said issue.

Having said that, I’m writing this blog not to decide whether I’ll support Manoling or Margie; I will write about whom I think has better credibility and whom I think speaks NOT the TRUTH, but whose aphorisms are more intellectual.

Manoling recently had a press conference questioning Juico about so-called PCSO controversies. Manoling even went as far as questioning Pres. Noynoy Aquino regarding Juico’s appointment (as the new chairperson of PCSO). Even more, Morato said that Juico quickly made an order to [illegally] transfer the PCSO offices from QI to PICC because, according to Manoling, Juico stands to gain.

When the press conference took place, Manoling can’t even answer all the questions that were thrown to him. He doesn’t even have concrete evidence as why he’s telling the whole world his accusations against Juico.

Juico, as the chairman of PCSO has a job to do. And the main reason why she’s doing this was because there was directive from DPWH to PCSO’s Engineering office that the building they were renting for free is NOT SAFE anymore. Did Manoling even think about how much MORE IMPORTANT the lives of the employees were and as the chairman of PCSO, this is more important than renting a place for free.

According to Manoling, Juico was just doing this because the friend of her husband, Alex Lopez, son of newly appointed PNOC chief Mel Lopez, has just bought the 6.5 hectare property.

Going back, DOES MANOLING MORATO HAVE ANY DECENT SUBSTANTIATION? OR HE’S JUST DOING THIS TO LOOK LIKE HE’S “THE GOOD MANOLING?” Seems like he has personal issues and way more reasons than what he’s accusing her. Evidently, Manoling can’t accept the fact that there is a newly appointed chairman of PCSO and he wasn’t chosen to sit on the thrown. Come to think of it, Manoling is just too gay to admit his defeat and he has to rant in front of the prying eyes of the public his sentiments.

The grand old dame in Morato will still have to be in the limelight. Or at least that’s is how Manoling perceives it to be.

Why is it Tia Manoling won't understand the reason behind the transferring of the PCSO offices from QI to PICC??? Can't he not comprehend how important lives are and it is way more important than his own self indulgent selfishness..

hell! This old man won't quit his own non sense weird vomit..

Mi Amigas..Maybe lets just hope that Tia Manoling would finally understand that chairwoman Margie Juico has a job to do..

And yes.. Manoling.. If you cant be of any help..better keep to yourself yor feelings..

GSIS SAYS NO IN SELLING THEIR ASSETS.. (Then what will happen next?)

The Government Service Insurance System (GSIS) have decided not to sell the “paintings” that was placed under their custody. Presidential spokesman Edwin Lacierda said yesterday. According to him, the paintings will not be sold until after a thorough study is made. Also, GSIS were planning to auction off the artworks like the Juan Luna’s Parisian Life worth P200 million to pay the state insurer’s debts and keep it on buoyant status. The sale of these artworks will help to pay their insurer’s educational plan holders and debts.

Aside from selling and planning to auction off the paintings left for them, Vergara said they would have to do force retirements for 16 of its top executives. They are also considering diminution of salaries, benefits and bonuses of their employees and officials. Other than this, they are also taking into account the sale of their real estate properties in Fort Bonifacio and Ortigas Center.

Sen. Lito Lapid, meanwhile, has filed a declaration asking why GSIS needs to suspend their housing loan program after failing to gather loans amounting to P11 million. This move raised suspicions of bankruptcy after GSIS chairman confirmed that the state insurer is struggling to collect the due loans.

Will their options of recollection help them pay all their insurer’s debts which were P15billion in estimation? Maybe it would help them raise money to meet its responsibilities to their members but GSIS should also maintain the directive to grant housing loans program to active and eligible members after all the agency is going through.

What will happen now to our dear GSIS members? But how about their employee’s and agency's poignant fate? I wonder what will really happen next…

SCANDAL MISCHIEF?

I think Morato should really find all the necessary proofs so he won’t look like he’s just doing this out of his own grudge to the people he's dragging on the said scandal.

MANOLING VS JUICO CONTROVERSY PART 1



What the heck are these really all about? Press conference here and there, newspapers, television shows, social sites, and not to mention BLOGS. Seems like everybody is talking about it but in reality, not few people really know the story behind these allegations that circles the whole media thing. I once tried to check a search engine one day and without any idea what’s happening, I got curious about the MANOLING VS JUICO controversy and read some of the articles that was written about them.

Let me break it down my way. First off, let’s get to know these people. (Just a brief background though.) Who is Manoling? Manuel Morato is a well-known public figure in the Philippines. He is a philanthropist and a bachelor. Like another Philippine public figure, he is known for his tendency to issue controversial views and statements. He ran for the position of Philippine senator in the 1992 elections but did not get a seat.
Morato was appointed chairman of the Philippine Charity Sweepstakes Office (PCSO) by President Fidel Ramos in 1995. And who is Juico? Margarita Juico once headed the Philippine Sports Commission and now the chairwoman of PCSO who President Noynoy Aquino appointed since July of 2010.

Reportedly, When Juico assumed the PCSO chairmanship; she immediately ordered the board to quickly transfer the PCSO offices from its traditional home in Quezon Institute to the Philippine International Convention Center or PICC.
